Skill recharge
I still don't know for sure how the +X% skill recharge mod works.
If you're using a 20/20 item, you have 20% chance that your skill recharges 20% faster? |

Yep, that's exactly right. A 20/20 item gives you 20% chance of both a fast cast and a quick recharge for each skill you use.

I thought the fast recharge (or cast), when it triggers, was more than a 20% boost.

So did it change after a certain update?
Since it used to say: 'Skill recharge increased by 20% (chance X%)' So wouldn't it be logical to have a chance to recharge 20% faster? Though, now the first 20% is gone. |

confirmation: it is 50% faster, and you have a 20% of having that 50% reduction.
